This is the lowest number of active operating towers since the last Communications Act of 2003. There are currently just under 6,000 towers, with about three quarters of them owned by BBA, the government's mobile telephone infrastructure company.
Cathy Portas, chief executive of trade body T-Mobile UK, says this shows how the government's mobile network scheme has benefited some people but left some others behind.
"The mobile phone network is now in a much better position to support the UK's businesses, families and public services, while protecting our environment," she says.
The number of tower openings is actually rising, with 2,500 more towers opened in 2018 than the previous year.
The greatest rise in tower openings is in Scotland, with an estimated 1,000 additional towers opened.
In Wales, new towers have been opened in Gower, Pembrokeshire and south east Wales, following a £4.3m investment by the network company.

One of the locations is near the mobile phone masts on top of Hay Bluff in Gower, where crews have worked to remove a large seagull nest from the main mast. The network company expects this to be the first of up to 20 such removal projects.
Another area of investment has been in the north west of England. There were 22 more tower openings in the Manchester region, while in Merseyside there were more than 100 new towers opened in 2018. The Liverpool area alone saw more than 400 towers opened.
